Costco seems to have won its initiative drive in Washington State. Early returns from the November 8 election indicate 60% in favor, 40% against. Although the battle was only over Washington sales, it will surely move on to other states. First, it may also include Alaska sales. Alaska law allows alcoholic beverages to be sourced in Washington. Second, the prime target and prize will be the mammoth California market. Expect to see some kind of move to change the three tier structure.


The campaign involved a commitment of almost $23 million from Costco and lesser amounts from Safeway and Trader Joe's. The opposition came from Southern Wine, Youngs Market, and the WSWA.


What the new law does:

Retail licensees will be allowed to buy direct from distilleries and run their own warehouses. (This was Costco's original objective.)

Retailers will be able to negotiate quantity discounts on Spirits, Wine, and Beer.

Washington's state run stores will be auctioned.

1400 licenses will be issued to stores that are 10,000 feet or more in size.

The state will sell its wholesale warehouse. It was to be sold to one buyer. That is no longer the situation.

There are a number of smaller stores that operate privately under a state franchise system. They will be allowed to continue, but will have to buy their inventory from the state.
